probably one of 2 things. when you install the new tubes they have to sit in an exact manner. Slide the prongs on the tube into the fixture and turn them 90 degrees, and they are seated properly. Sometimes when one of the tubes is not in properly the other will not light up. You may not have the correct tubes. Did you take one of the old ones with you when you purchased the new ones? If you don't have one and you're not sure you have the right ones, see if a neighboring business might let you look at their's to see what type you need
