for hydroponics, will the seeds not start growing until i add water to the nutrient solution?
Normally you would germinate the seed before putting it into the hydrponic system.
Cannabis growers using hydroponic systems will germinate seeds (just between damp tissue paper), once the seed has germinated the seedling should then be transplanted to rockwool or similar and put under artificial light and once established we will then transfer into the hydroponic system.
Plants need water, nutients and light so basically yes they would need water.
Perhaps more explanation required but if I understand how your going about things just placing seeds in nutrients will be overkill and the seeds are unlikely to germinate, they need water like any other plant.

the diagram shows the nutrient solution method of hydroponics,but i cant understand it.

This is a guess based on what I know about hydroponics and what I can guess from the picture
1. Appears to be the water source (most likely there are minerals in here too so the plants can get those)
Water goes through the tube to 2.
2. Is the vaporizer... air comes in from 3. (I think it's vaporized and cooled as it goes through 4...
It enters chamber 5 as a fog... the fog is made up of water+minerals/nutrients necessary for the plants...
The water/nutrient mix condenses into liquid as that area is colder and the unabsorbed "fog" drips into the bucket... 6.
