I see your trying to help people, now there is a thankless task that will only bring you heartache, and I would know.
OK first you appealed to Politicians, but since they did not see a bunch of easy votes for them in election for it, or a bunch of money in their campaign chest, it was a no go!
Then you appealed in the business sections.
Still a no go, because the right people did not see it.
No guarantees but try the real estate sections, after all, take desert land that is worth not much, put an oasis on it with Millions of Gallons of water, and presto, it is worth 10,000 an acre.
A smart developer would build three lakes, one in the mountains over looking the other two, each would flow into the other.
Water that is SOLD to irrigation is drawn from the first and lowest lake, by spring of next year the upper level lake will be almost dry, but with the spring flood it will be replenished.
The water level in the lower two lakes stays nearly constant.
By having two lakes with constant water levels and a stream between the three you maximize your water frontage.
Hey, the sand land is cheap, until you put either oil or water on it.
